If true, that's evidence that Windows 7 is coming sooner rather than later. It also suggests Microsoft will bend over backwards to keep Vista PC sales moving as Windows 7 approaches. The company generaly provides upgrade coupons close to a Windows launch, but July seems pretty early.

For everyone wanting a free upgrade to Windows 7, Microsoft finally has an answer. Unfortunately, it probably isn't the answer you wanted to hear. Starting on July 1, 2009 any new systems purchased will be eligible for the no-charge update. In addition to purchasing the PC after that date, there are three more rules:
End users must purchase a new PC that is pre-installed with an eligible Windows Vista OS. Retail boxed Vista versions likely won't qualify.
Your computer must have a valid Windows Vista COA attached.

Microsoft has been putting together the Windows 7 Technical Guarantee Program and it appears that it’ll likely go into effect starting July 1st of this year. It’s that program that lets you purchase a machine with Microsoft’s current operating system and then upgrade it to the newest one when it launches, similar to what the company did when getting ready for Vista.
The program will apparently be optional to OEMs, so not all companies will be participating. But you can guess that a computer with a “Free upgrade to Windows 7!” sticker will probably sell over a similar machine without.

Microsoft is planning to run a free upgrade scheme for Windows 7, under the terms of which anybody who buys a new PC from a participating vendor after July 1st will be eligible for an upgrade to the new OS on its release. Good news: if you're forced to buy a Windows Vista computer in the later half of the year, Microsoft will upgrade you for free to Windows 7, with versions syncing up (Home Premium to Home Premium, etc.) Bad news: it's optional to OEMs, so not everyone will be participating. And while it's a pipe dream, there's still sort of the resentful residue of a feeling that given Vista's epic crumminess, Microsoft should be upgrading everyone to 7 for free anyway.

I’ve been checking out Windows 7 since the beta opened up a little while ago, and have thus far been fairly pleased with it.
